Dear Mr. Cochran:
The Mille Lacs County Board of Commissioner's approved granting a
permanent utility easement over the Soo Line Trail alignment to the
City of Isle for sewer and water utility purposes. The approval is
contingent upon the following items;
Proper signage and detour information is installed prior to and maintained during construction.
The trail shall be restored to its current condition.
The City shall advertise the proposed project in the Mille Lacs
Messenger prior to construction. If appropriate, information shall be
posted on State, County and local web sites as well.
The City shall provide written notification to the Zoning
and Environmental Services Department five days prior to commencement
of routine maintenance work that would require closure of the trail.
The City shall provide a Letter of Credit to the County to ensure restoration of the trail.
The City shall be responsible for any settling of
structures that may result from dewatering activities related to
installation of the utilities.
I will forward the signed easement document to your attention as soon
as Commissioner Hoefert signs it. I expect that it will be
available no later than February 7, 2006.
